Minimum requirements are an instrument of the BaFin, with which the state supervision of the banks guarantees the normal organization of the business concern in subranges of the credit institutes. In Germany such minimum requirements were published for the first time 1975 in the consequence of the insolvency of the Herstatt bank by foreign exchange speculations.

The up-to-date valid minimum requirements became in the announcement over minimum requirements to the operation of commercial transactions of the credit institutes on 23 October 1995 by the Federal Supervisory Office for the credit system, which publishes forerunner organization of the Bafin.
